brake prob that need diagnosing. '99 A4 1.8t

i have a 99 A4 1.8t quattro avant.

Here is my problem...

I have very little breaking power. When i need to break, i can depress the pedal nearly to the floor, and the car slows like a freight train, there seems to be no bite. I can press the pedal hard, let go and do it again. This produces more pedal resistance, BUT not better braking performance.

Here is what i have done so far, to no avail...

I have had the hardware (pads, rotors, brake lines) inspected, and told that the pads have 40% life, the rotors are about half way to needing to be resurfaced, and the lines show no signs of expansion or cracking.
I have had the brake lines bleed by an Audi tuner in Beaverton, OR (Futrell Auto werks)

Does anyone have any ideas? Or if you need more info about the issue, respond and i will fill in any blanks

You're master cylinder could be going. Did you have that checked?

air in the system ( if you pump the peddle and it gets harder then a leak is probably the answer ) so check the pipes and bleed the system

Agreed on both points.  There is most likely a leak.  It could be in the diaphragm of the master cylinder as well as somewhere else though - don't rule out the MC.

Thanks, for the ideas, I will check out all the suggestions. I have had the brakes bled once, but i guess that doesnt mean it got out all the air. Also i will check into the whole MC.

sounds like air in the system to me too
