It could be the plastic arms that "read" the height of the car next to the control arms for each wheel. If they are stuck or worn (damaged) it will give the headlights the wrong information (for example that the front is higher than the rear - therefore pointing the lights down to compensate).
Mine recently started to give the auto leveling warning light that the motor within the headlights is going bad. I pulled the fuse and forced them to no longer calibrate or read the sensors for it.
Let's face it:
It's a nice feature to have if you start loading up your car and you don't have visit a mechanic to adjust your lights... but after 12 years if those fail - it's simply not worth it replacing the headlights for a grand to get that feature back (if it's the motors/electronics in the headlights).

how clouded over are the headlight housings? I ask because when mine are clouded over the diminished light output makes it appear as if they are point down as there is a lot of light around the front of the car but very little forward lighting. I have polished mine to great improvement
