Default Auxilary fan issues 1999 A6 2.8l Quattro

In the summer, I was driving on a hot day and had my AC on high. Suddenly I could smell something burning and a bunch of white smoke started to come out from behind my glove box. I tried to turn off the fan but nothing happens when I press the off button. It will flicker off but instantly come back on and continue to blow on high even if I try and turn the speed down. The only way I got to turn my fans off was to turn the car completely off. I pulled the climate control fan fuse and that kept it off but if I put the fuse back in and turn the key, it will come on instantly blowing on full blast and won't turn off. Do I need to replace the fan control unit or is the the blower motor resistor?
