Default Camshaft Timing Procedure 1998 A4 2.8 30 Valve

Anyone know where to find the procedure to time the cams? Lets say you just got a car that someone else had started the cam seal job, didn't finish, and now you have to figure it out. Is it 16 links on both sides? The crank is at TDC, do you have to get the cam sprocket things in the correct orientation (horizontal with the big hole in the right place) from the start?

To do it properly you need the special tools which lock the crank and set the cams at the proper orientation. You cannot do it by counting links in the belt

I'm sorry, I am talking timing chains for the dual cams, not the timing belt. Thanks
