Just bought used 1999 a6 with 133,000 TIPS PLEASE!
What are the most reccomened parts I should service or advice I should know with this baby? I've got no HISTORY!
Any after market parts that would make this run smoother/get better mpg?

Most important is whether or not the timing belt has been serviced. I just did mine about 2000 miles ago, saved myself at least $2000 by not having it done at the stealership.
While your in there there are a bunch of other things you should probably go ahead and replace as well, since your car's in service mode already.
Does it leak oil?
Does it burn coolant?
Springs intact?
How long do you plan on driving the car for?

It should be the 2.8L V6 (if you're in america), it's not a bad car and is generally considered to be one of the most reliable engines in the Audi lineup (i mean no turbos or anything). You'll have to give us more info if you want any help with 'running smoother', but all in all there are hardly any aftermarket parts worth getting for the car besides wheels/suspension. The 2.8 is a pretty good car to keep as stock as possible; they did a pretty good job engineering it and not many people have done much with it since it came out (the 2.7T is a whole other story).

New suspension and better mpg is what I'm looking for. Smoother riding suspension possibly. Right now I'm thinking about changing the timing belt, water pump, air filter, spark plugs maybe wires, and all fluids.. whats a nice suspension system?

Hmm. If I had my way I would do Eibach springs with Koni FSD shocks for a pretty comfortable ride. But honestly I think the smoothest riding suspension out there is pure stock (if anyone can correct me, please do!), but old parts are really expensive to get new/lightly used - I just spent $600 on two new rear springs. Just the springs. To give you an idea of what to expect.
And nothing is going to make your fuel consumption better unless you have something terribly wrong now. You can expect mid/low twenties for mostly highway and high teens for mostly city (see Fuelly.com for more info, i personally have one below in my signature and you can see I am averaging 21.9mpg over four years and I would say that is about 75% highway).
