Default regarding the timing belt change

The dealership changed the timing belt for me about a year ago. Now the camshaft seal has sprung a leak and doused my timing belt in oil and now I need to go through the timing belt change again.

My question is : Shouldn't they have changed the seals when they changed the belt? I'd assume so since all the timing belt kits I find include the seals.

As a good practice the seal should have been changed, but the seal is not considered a wear item, and changing it would have increased the cost of the job.

agreed. common practice is, if it isn't leaking when performing the timing service, leave it alone. This is especially common at the dealership service dept
