My dealer says I have to replace the Rotars with pads every time. Car has 40k miles on it. Doesn't sound right to me.

WTF! 
That a lot of rubbish from your dealer and sounds like a money making exercise to me.
If your brakes discs are warped or have worn down to being to thin then yes but if not then no.
They must be made of butter if they get swapped with every pad swap.
