you have 2 pumps connected to your windshield washer resevoir, one pump at the bottom is connected to the head light squirters, the other pump near the top is connected to the windshield squirters. the head light squirters has about 1/4 diamiter clear hose running to them. what might have happened is your pump for your squirters has siezed. probably due to the headlight squirters being frozen one winter.
you need to remove the wheel, and inner plastic fender, then drop the washer resevoir and you have full access to the pumps. I just removed the headlight pump and plugged it when mine seized and cracked.

I think you are mistaken. The one at the bottom of the reservoir is for the windshield. The one at the center of the reservoir is for the headlights.

I'm with these guys. The headlight washers on my 97 never worked and I never missed them. Since I've had my avant (3 weeks) I've gone through whatever fluid was in the reservoir when i bought it, plus another gallon cause of those little *******. Unless you absolutely need them, I'd just leave them the way they are. Also fwiw, when they ARE working, make sure there's no one beside/behind you when you pull the stalk or they're gettin a bath too lol
