Default High resistance on water pump/PS pump?

Lately I've been driven to solve a problem I've had with my car for a while.
At idle tt emits lots of emissions is quite loud, and lately it sometimes idles 200+RPM higher than it should. Originally I thought it was an exhaust leak between turbo/manifold throwing off the AFR, but that's fixed. Then I fixed all noticeable boost leaks. My narrowband O2 sensor is pretty new. Spark plugs have maybe 1k miles on them, but are gapped at 0.032", so I'll change to 0.028".

Another thought is my 034 Motorsport high-flow cat is clogged, but this doesn't seem a likely problem, right?
Has anyone ever attempted a vacuum leak test? At idle my gauge shows 18-20 inHG, and yesterday hit about 22-23 inHG while coasting/engine braking in gear. It used to do ~21-22 inHG @ idle and 26-28 inHG while engine braking, at least with the K03 (thought it did with my FT as well).

So yesterday I removed tension from the accessory belt to take the belt off and spun the water pump/PS pump. As you know there is a V-belt that connects the pulleys on water/PS pumps. The resistance to turn them seemed unnecessarily high, so I'm wondering if this is normal, or if I need to put my car in partial service position and take off the PS/water pump belt for further diagnosis.

TIA for your input!

Went ahead and put the car in partial service position today.

Took the belt off the PS/water pumps, and found that my PS pump spins freely (yay) but my water pump has some noticeable spinning resistance to it. Also, spinning the water pump by hand causes it to squeak a bit. Are either of these characteristics normal? I don't remember what the pump was like when it was new, but it's only got 5000 miles/7 months on it. It's a pump from Blauparts, if that makes any difference.

Just to follow this up: contacted Blauparts and they say this condition is completely normal, and if there wasn't some turning resistance on the water pump impeller shaft then it would likely be leaking (worn seal).
