To the best of my knowledge that is just the way it is.
I have the same issue.
I have talked to a few mechanics, and they've all said that the b6s they've worked on all have the same thing. One single "rear fog light" light. Useless and I'm unsure why it is there.

It's a European spec that they left on the US cars. In heavy rain, snow, or fog it makes your vehicle more visible to reduce the chance of getting rear ended. If you want two lights, you need to buy a 2003 A6. :-)

Audi A4 right rear fog light
I recently purchased the Bentley repair manual on cdrom. After extensive research trying to find a wiring diagram for the right rear fog light on my 02 Audi A4. The diagram reveals that that light is not wired into the J519 Vehicle electrical system control module fig No. 2/14. The same figure shows connection L46 for Left rear fog light only. No mention of right rear fog light at all.
