Default 1995 Cabrio idle problem

Hello to all. When I stop at a traffic light, or idle for a period of time the engine revs high(above the 10 mark) then the check engine light comes on and the car drives rough till I shut the engine off restart and everything is fine when the car warms up (needle at halfway mark) Can someone tell me where I can adjust the idler. A picture or drawing of where the idler is located would be helpful.
