my 91 200 20v turbo quattro wont pass 4k rpm

Ok I have been trying to get this done for quite a while now, but I just don't want to start buying new stuff if somebody else might now what the heck is wrong with my car that it doesn't wanna pass 4k rpm. I thought it was some kinda protection mode, but I am not sure so if anybody has any ideas It would be greatly appreciated.
