AUDI A4 TDI 1.9 2002. Feels heavy this morning in cold?

My AUDI A4 TDi 2002 did not feel right this morning. It is -4 in the south west of the UK but it was -3 yesterday.
I pulled over because the steering felt very heavy, to the point of I thought it might be a flat tyre.
It wasn't of course. But the whole car felt so heavy!
Any ideas. Frozen steering fluid? I have no idea. All ideas welcome

It has to be damned cold to "freeze" power steering fluid which I think is still mineral oil based in the Audi realm. It might get a little thicker at the freezing point of water but usually once everything gets up to operating temperature, it's fine. -3C is about 26F (I'm in the US) and that's not really unusually cold. However, if you jump in the car and start it and immediately start driving it, it can feel a bit stiff until it warms up. I've noticed this more on my 944 than the Audi when it's cold. A year or so ago, we had a really cold spell where temps dipped to around -32C (-25F) and I never attempted to drive the 944 (it was crappy snow/icy anyway) but the A8 never blinked. Of course I'd let it warm up stationary in the garage outside for about 10 minutes before heading out. Never noticed any stiffness in the steering.
