Default '01 fuse 14

Appears that the fuse 14 goes to the Central Locking Control unit in the drivers floor, from what I understand junk from the sunroof clogs the water tubes, running water down into the carpet and saturating the Control Module for the Central Locking, I did look for this issue, but I have a dry floor and module is dry, dealership replaced the central locking Module but still blows the fuse, there is no rhyme, reason or specific situation that causes this fuse to blow in this vehicle, has anyone else seen oddball reasons for this fuse 14 to just up and blow, stick another one in and you are good to go. Item that is shorting does not stay shorted.
Does anyone know what the terminology means by (plus connection 30a) this is in the wiring diagram and I have no clue as to what they are talking about except this is a gang of wires connected somewhere, where is this connection? thanks for your time.
