2002 A6 Quattro wheel vibration
Hi there...I know my brake rotors are warped somewhat. The wheels vibrate when braking. The dealer verified this but said it wasn't out of spec enough for warranty. Well, I replaced the tires a couple of weeks ago and the new Continentals wobbled all the time. (like flat spots). Returned the tires and got a different brand and some aftermarket wheels. Much better, but there is still a vibration in the steering wheel even when NOT braking. Can the warped rotors cause the wheel to vibrate even when not braking?

do you have hubcentric's on your new wheels, most wheels are not the same hub size as the factory rim, have them rebalance if you have and it could be the brake rotor even though you are not braking, brake pads could be making slight contact with the rotor.

Actually it isn't the new rims because it did it with the first set of new tires on the original rims.

If I had to guess, i would say find a mechanic with a clue and have them check your inner tie rods.
