Default BAD turbo sound

Hi. This problem has been happening for a while.

I have a 99 a4 1.8T quattro tip

When I go up-hill at around 30mph or just go slowly at a constant speed (sometimes), my turbo makes a really bad sound like its ratteling and sputtering. Think of Chubacca (star wars) for a turbo. I can't really explain it.

Do I need a new turbo or what?? I have no idea what it could be except really old. Any ideas?
