Default Electronic Throttle A3 1.8T Quattro

I've heard that the Audi 1.8T have electronic throttles, which means at any time the cars computer can say no i dont want to go that fast, so you could have the pedal right to the floor but if its set not to go it wont go.

Does the electronic throttle control the boost of the turbo? So if you up the boost manually like every other turbo car ever made, will it run with more boost or will it be exactly the same as before, i.e. if it senses too much boost it closes the throttle plate even though you've got the pedal to the metal?

And is there a way around this? I'm thinking of purchasing a A3 1.8T Quattro Sport but not too sure about this electronic throttle.
