Default headlight allignment

the previous owner of my 98a6 did somthing stupid and knocked the whole front end out of allignment. i have documentation that it was fixed, but the headlights are still not even close to being "acceptatble"
the regular lights point down, not illuminating more than about 20 feet infront of me. and the brights are going to the sides. how do you adjust the level of the bulbs.

there are 2 manual ajustment screws (white plastic ones) one does main beam other does dip
