what do people thing is the best KO4 kit for the price and most reliable and all that stuff??

Also what should i get with the KO4 like injectors, exhaust, i think pc-16 file since i am a 98 correct if i am wrong, and waht is a FMIC? thanks!

FMIC - Front mounted intercooler

there are two types of K04 kits -

K04-15 - borg warner kkk turbo - OEM
or
K04 form G-popshop that was a k03 and has been modified into a k04 - only difference is that the exhaust turbine is 5mm smaller on the g-pop since they can't machine that area.

now - you have a 98 so your only option for software is GIAC, APR does not make K04 software for B5's - so either buy a AWE kit for your car $1699, or buy a G-pop $600 - and software from GIAC $600
You will also need a full exhaust, FMIC is optional

The FMIC is front mount intercooler. Ebay sells some decent ones if you want there is a $150 fmic DIY in the DIY section.
