Default Varying Boost By gear?

I have a K04 setup with Dahlback software and dahlback injectors. It wasnt tuned, software was just put on and thats it. I was just wondering if its normal for boost to vary by gear. For example first gear I dont see anything higher than 16 psi, but in 2nd and 3rd it can reach 20-21.. Is this normal? And Could I get a couple more psi out of a K04..possibly 22-23?

its called load, so yes, its normal.

and your fine running 22-23psi.
