Default How to get my paint like new

I own an 2001 audi a4 brilliant black.

The previous owner lived in washington(rain) and it was a woman who didnt really care.

So i have swirl marks everywhere and little like dried water spots on the windows. What are the steps and supplies to get my paint like it was new, smooth and shiny. Im trying to keep this a low cost situation.
So like give me some steps (do i need a spinny buffer thing) and what to buy. Also, on the back i have big, way less shiny marks, from where i debadged and used a brush, then tried to 3m rubbing compound. how can i fix those, and the water marks.
I want to get the car all nice, then put something on it to keep it that way, so that all i have to do is wash with some soap and water and maybe spray some "instant detailer on" just need an idea from worst to best steps. low cost

Thanks guys..

Where is WA are you? If you are local, I have everything you need at my house.

Black is the most PITA car to look nice, but when done right, looks HOT!

Chances are you will need a multi step detail, that should take the better part of a day.

if you have a DA buffer like a PC or a UDM (only way i can help, only way i know how)
Products needed
clay kit
Adjustable speed DA buffer
2 finishing pads, 1 med cut pad, 1 heavy cut pad
polishes of your choice
wax
glaze
sealent

Start with a clay kit. then a final/intensive polish (always start less agressive and work your way up) then if there are still some small scraches add some glaze if not go right to the sealent. i recommend FMJ, apply it evenly and let it cure for about 20-25 min OUT of the sun. after the sealent add as many coats of wax as you choose.
