Default parking brake on driver side rear not working

I have just bought a 1987 Audi 5000 Turbo Quattro. On the rear driver side wheel the parking brake does not engage when i pull the lever.the cable seems to be fine and brakes work,so im not sure what the problem could be.what steps should i take to figure this out and correct this problem.

Wow man, drink something.

Your e brake cables should have adjusters to adjust the tension. First check to see if your cable is in fact in-tact.
Second, check the tension, to see if the aflicted side is too loose.

If loose, you can adjust (as long as it's not roo rusty)
Raise the rear of the car on jack stands, and keep adjusting untill the rear wheels cannot be spun by hand with the second click setting of the hand brake lever.
