Default T-stat in ’93 90 2.6

Heres the deal. I have a 93 90. Nice car, fast, handles like a dream. The T-stat went out on it the other day. I took it to a local repair shop (I live in the middle of nowhere), and they told me they could do the t-stat replacement, but they would need to do a timing belt too. So I ordered the timing belt from AutoHausAz, and brought the car back to them. Now they think they need some sort of special "tool" to be able to install it...are they giving me a load of bull crap or what?
