Default Non responsive turbo

I just bought a 1989 200 Quattro. I am not sure if it is boosting like it is suppose to. On an invoice from the previous owner I realized that it recommended that the turbo pressure hose should be replaced. Could that be why I am not getting any boost out of my vehicle? As it stands, the 200 hundred is a big car and it is sluggish without the extra push of the turbo.

i dont know much about those cars but you might of knocked off a inercooler hose
