Does any company or person make test pipes for my 1998 a4 2.8 quattro? I think there are two cats on the 2.8 correct me if I am wrong is this why I can't find them anywhere?

A test pipe is just a piece of stainless steel... You can get one just about anywhere and put it on yourself if you know how to cut and weld.

Yeah I could but I wanted to keep them for when I sell the car and or if it was too loud when I took them out, because it is loud now with the borla s4 exhaust I have on it

Chances are it's going to be VERY loud if you testpipe the car, not to mention it'll probably be slower in all aspects except for the top of the rev range, if you're really hammering on the car.  Low-end torque tends to suffer on naturally aspirated cars with virtually no exhaust restriction (been there and seen that).  If you've already got an aftermarket exhaust system on the car, it's louder now than stock.  Gut the cats (or testpipe the car) and it'll end up very loud.  Hell, even guys who remove the resonators from an otherwise stock or nearly stock system have said that it's obnoxiously loud, and it also may end up sounding ratty.  Honestly, if I were you, you'd be better off spending the money on a SpeedTuning ECU reflash - all reports from 2.8 drivers out there have been very positive.
