Default P0137

Got this code today, can't remember the exact definition. O2 sensor low voltage or something. Any idea what causes it? Thanks in advance.

Thank you techbod for an answer that was actually had some usefull info in it. So generally this code is related to an exhaust leak, could a crack in the manifold cause this? or is it mostly cat/test pipe related?
