...provided of course there's some way to prove that you hit that pothole at all, and if you can prove that, then you need to prove the pothole actually did in your wheel, and then there's probably about another dozen things you'll need to prove on top of that too. May not be the case, but better to expect the worst.

i should try that because of the road i have to take to school its nothing but potholes, your rim looks like my S4 rim. try to sue the city, i may follow, to date ive been through 3 sets of rims, and the whoel front suspension.

I dont want to sue or anything. Right now my Girlfriend isin school for PR. So all her teachers are lawyers. So ill just have them type up a letter in that formate. I dont want to make it seem like im going to sue them i just want to see what they will say. Plus for lawyer fees i might as well just buy a new wheel. Court fees will be more than that too.

And to upstate NY. i have a chip in my Rubber right before the bend. So that means i had to hit that skinny part first, then bend the wheel on the bigger part. And its going around a turn so its obviously from that.

I hate to state the obvious but if the whole was so big, why couldnt you avoid it. Your best bet would have been to get a police report as soon as posible. That way theres a paper trail. As far as reimbursment, it all depends on the jurisdiction. Some citys/countys/states are more willing to pay for damages than others. I would give it a shot, but if they say no i wouldnt bother fighting too hard.
You don't have to sue the city, just file a claim with the city public works department. More than likely, the city will follow up on the claim & take care of you.
