Default water pooling under brake booster - from cowl

1997 Audi A4 Quattro - hello first post. This is a friends car and I try to help them out.

There is a hole in the cowl, around the passengers side close to the brake booster (sp?) that water drips through when it rains and the water pools under the brake booster. I'm thinking this is one of two things:

That hole shouldn't be there.
There should be some kind of collector under that hole to drain the water elsewhere.
Or I need to teach the brake booster to swim and hold it's breath!

Water also drips from the middle clip holding both halves of the cowl plastic in place...should i use sealant at the juncture of the two halves to prevent that?

all items going into the cab have a seal so if there is a leak just seal it

The plenum area with the battery and the brake booster has drains so water doesnt pool there. The drains are probably just plugged. It may be under the battery on that car.

so this water IS supposed to drip into the engine bay (between the engine and firewall/windshield), but it's supposed to be able to drain from that area?
