Default Fuel pump relay

Hi, hard work sorting out where to post message? New member.
I have a 1990 audi 80 4cyl 1800cc. I am having probs with it not revving to more than 4000rpm, also very lumpy tickover, plugs very sooty after 2 minutes running.
Fitted new plugs, roter arm, dist cap, leads, coil? no joy!
Noticed the fuel pump relay not seeming to energise, confused not wanting to buy unnessessary items again.
Anybody any ideas, or am I on right track with fuel pump relay.

The fact that the car starts means that it is getting fuel the fact that it is getting fuel means the the fuel pump relay is working if thi8s didn't work there just wouldn't be any fuel (non start)

well fuel pump and timing belt need to replaced at 65000 miles, i dont know if you are there yet but if so you might want to get that looked at
