Default ABS light on

The ABS light has been on my A6 for sometime now. Last week I took it to the dealership to replace my wheel bearings. Since the light was on, the mechanic offered to reset it. He connected the car to a computer and did some checks. However, the computer said that it could not connect to the ABS system to check it. I was there with him and saw this message myself. It did check the other systems and said it was OK. Normally, I think I would have to pay to get this connection, so he told me to check the fuse before I tried to replace the ABS system. I checked the fuse( the one shown as the ABS) and it is working.
However, in this process I also saw that where the cruise control fuse was, there was an empty slot. But my cruise control works. Now I am confused as to how and where the repsective fuses are supposed to be.
My car is a 1998 A6 Quattro.

Any information or advice would be appreciated.
