On my 1996 A6 2.8L the wires to the push button in the glove compartment were broken, and a plastic lever on the trunk lock cylinder was broken. When I bought the car the truck would not open even with a key, so I worked thru the ski bag opening in the back seat to remove the latch keeper. The plastic link lever and switches from a redesigned newer used lock cylinder will fit on the older lock cylinder, so there is only one key. The lock cylinders are actuated by a vacuum pump under the rear seat, so check the vacuum line from the pump to the trunk lock cylinder. Look for a broken vacuum hose near the trunk hinge. The night I picked this A6 up from the used car dealer, the sun roof popped open at a gas station when I locked the doors. So, another reason it doesn't work might be that the previous owners or their agents tampered with a few things. Never buy any car with a bad engine, transmission, bent frame or other costly items. The Bentley CD manual doesn't give much information on the truck lock cylinder with remote vacuum actuation. Beware of missinformation about not needing a shop manual, just because it doesn't cover everything.
