so i noticed today i got out of my car and left it running that there was a noise coming from under the washer fluid it just sounds like something loose, but i dont know its right infront of driver side wheel

could be your under cal (that big plastic piece) the wheel well maybe a plug came out or your SMIC is loose but doubtful
