Default hard to drive at low speeds (25mph)?

I finally started to get my car setup for speed. I intalled my mbc yesterday and its kind of hard to drive at lower speeds. My chipped car runs around 15 psi, but now i'm pushin 18psi and the turbo kicks in at lower rpms now and no matter if i keep the throttle steady, it keeps boosting higher. When i'm trying to drive in 3rd at 25mph, I have to keep letting off the gas because the boost keeps kickin in so much that it sends me flying. I wanted speed, but I would rather have a more gradual increase of highboost rather then all of it right away. What could I do to keep my boost where it is, but not have spikes when i'm trying to drive slower through town?

I thought higher boost at lower RPMs was highly desireable. :-)

IDK but *bump* for not having any answers / suggestions yet.
