I short shift my car as much as possible unless I am trying to get somewhere quick (which is a very relative thing in an Avant with Tip and a stock setup.) I can squeeze 21 -22 mpg around town when in Tip mode and shifting as soon as the car will get into the next gear.

3000 rpm is a very safe shift speed though, and you won't hurt your car even if you wring it out to 4500 or 5000 rpm. These cars are pretty tough.
