Default couple of lighting issues

I have had my tt since feb now and i have had some stuff done to it which doesn't matter at this point. I just had it inspected and i'm glad i did because the license plate lights need to be replaced. I know they are not expensive to buy but i would like to do the work. I'm sure there is a post but thought this would be quicker.

Also I noticed that the fog light on the passenger side is not working probably blown but is there an easy way to replace just the bulb? The assemblies are expensive...don't want to go that route.

The last thing is I find new stuff in the car it seems like every month. Last week my buddy and I were installing some neon under the dash (red which goes nicely with the nimbus gray) and I saw a little box with wires coming out of it. Well to make this short it was an air to fuel ratio meter which is connected to the pod that just never worked!!!! The issue is that it seems that the car is running a little rich and i was wondering if there is a way to modify this. It was adjusted when i bought it because the idiot that had it before me put a five bar fuel pressure regulator in it and it set the check engine light off.

Any help greatly appreciated...
