Dimka, it is easy and I will tell you how to do it without removing steering wheel.. 1. Turn your steering wheel straight so you have more room when you will be pulling cluster out. 2. Take thin, long phillips screw driver and unscrew 2 swevs that are below your steering wheel. They are right in steering column cover - the one that goes from steering wheel and touches cluster. Yes, that's that pice of plastic. And they are on the lower side. 3. Take that plastic cover off and you will see 2 srews that hold your instrument cluster. Unscrew them. 4. Voila! Because your steering wheel is straight, you have enough room to pull out cluster, disconnect wire harness and change bulbs. If you have only lower bulbs burned, you on't even need to disconnect cluster. I have exactly same problem and I will check fuse 14 tomorrow (thanks jimmy154!!!) and if this is not the case, then it might also be: 1. Bad bulbs 2. Dimming switch 3. Headlights switch (I was told that if it fails, you could still turn headlight on but bulbs won't work) 4. Bad wires ...and on, and on...
