1988 90 Quattro Temp Light
 

My friend has a 1988 90 Quattro 20V. The high temp light flashes as soon as the car is started hot or cold. It has plenty of water in the system and most of the air is bled out. What would cause this? There is a possible small leak but I don't see how this could cause a CEL light.
