Default 1991 Audi 90 Fuel Floods engine (maybe)

I have a 1991 Audi 90. Well first off if I park facing down an incline the car will not start, the starter runs but it will not turn over. Also sometimes when I start my car the idle drops to about 5 rpms instead of staying at around 10. I was thinking maybe the fuel was flooding out the engine but am not sure. I messed with the little "idle" screw but when I am at a red light the idle would be to high, around 15 or so...If anyone has any suggestions please let me know, I love this car but I dont want to pay the dealership the kind of money to fix it and I don't want to get ripped off at a mechanic. Thanks
