"limp mode"!

I just bought an 87 4ks 1.8, Its my forth mid-80's Audi and I love em! I've been reading threads for 2 days about not being able to rev over 3k RPM. I've done all of the routine maint. parts today (fuel filter, plugs, wires, cap, rotor), went over all of the vacuum lines, also had to change the fuel pressure regulator cause it was pi$$ing fuel. Idle is rough until it warms up a bit then smooths out. Revs seem responsive until i put it in gear and take off. No power at all and only climbs, very slowly, to about 3k RPM and stays there. My "Engine Timing" fuse, #24 i believe it is, is good, fuel pump is strong. Any other ideas? A vague question I know since all of the other threads I've read don't typically end with a successful resolution so I figure I'd try my own. I'm to the point of wondering if it's something causing it to "limp", or if it may be the ECU itself. Would the O2 sensor cause this? I havent tested it yet. Any other opinions or suggestions would be greatly appreciated. Thanks very much in advance.

I have. appears solid per "the rattle the exhaust" test.

Well, I've now ruled out FPR. Looks like I start digging deep this weekend. ):- /

Well then.... After about 45 minutes of digging, I pulled the timing belt cover and discovered either it had somehow skipped 5 teeth on the cam gear or the kid I bought it from shouldn't attempt project he doesn't know. Woohoo! It's alive!
