cold starting issues

Well it's not that cold yet over here in the UK!!
After changing the diesel filter and non return valve the car would still struggle to start first thing in the morning, so I decided to check the glowplugs, 3 were faulty so I put 6 new ones in, all seemed ok for a few days but now it's hard to start again.
Once the engine is warm alls ok.
So today I checked to see if I was getting a feed at the glowplugs, my partner turned the key and no voltage was registering at the plug cap.
Is this normal when the engine is warm or should I expect to see some sort of reading ?
