Default allroad High temp problem

Okay here's a question for the Allroad gurus

I have a 2003 2.7 t that started with an overheating high temp problem. I managed to get the car home and scan it to find out that the engine temperature switch was bad according to the VAG
So I replaced it only to find out that the temp problem remains. Upon further investigation, I found that the clutch fan was not functioning properly and replace it with an electric fan, again the high temp problem is remaining!

Now the symptoms; I've noticed that the engine is getting hot according to the gauge but the radiator doesn't seem to be hot. The fans don't seem to be coming on when the engine is running but when I turn the engine off they start running. I've had no signs other than the gauge saying the engines hot, no boil overs, no steam, no water loss..

Hopefully someone can tell me where to look. I'm thinking it's either the thermostat, water pump, or the radiator Thermo switch or all?

Again the VAG is throwing no codes
