What does "17964 or 1556 charge pressure control negative deviation" on the vagcom mean? How can I fix this?

Try clearing the code and see if it comes back.

I changed relay,MAF,N75 and the problem is existis.On my Audi A3 2000 I've lost turbo boost to 5 psi and i cleared the ecu every time.

Have you changed all of your vacuum hoses?

Yes, all had been tested and they do not present problems.

Before "chipped" it did not present this error.

Yes, all had been tested and they do not present problems.
How exactly were they tested? The fact that it didn't do this before chipping makes it even easier to believe it is a leak. I would go buy a couple meters of vacuum line and change them all out. It will only cost you a small amount. Vacuum line leaks are VERY difficult to detect, especially if it is a hairline crack.

I am with this problem 3 months and I nobody find. The car enters in "limp mode" and when I bind and I disconnect it comes back to have pressure.

Excuse me, I want to say when switching off the engine and re-starting it always cures it (until the next time).
