Default 2008 A4 S-Line Steering Control Module Problem

I'm looking at a 2008 A4 3.2L S-Line Quattro, manual transmission 63K miles on it. I've heard that one headlight assembly was just changed, though I don't know the details. The car looks great, runs great.

The Traction Control warning light is on. The service engine light is not. There are no problems with driving/handling/traction. The cruise will not work, nor will the dials for the on-wheel controls.

The analysis so far is that the Steering Control Module is bad. It won't clear codes. Plans are in the works for this to be replaced and the vehicle further tested.

How common is this and how concerned should I be? I really like the car otherwise.
