okay here is my opinion on what I know about cars...

1) You can get your rims re-finished and re-painted.. but it might not be worth it... A body shop could do this, and you could also probably customize what paint you want them. If they are stock rims, best bet would probably be to get some nice mags or leave them be (depending on how bad).
2) If the support is ripped off the bumper, you need to get a whole new bumper.
3) Usually when a body shop would paint a part on the car, they would need to paint the whole side, or panel. This is because of the inconsistency that the paint job or type of paint might leave.
4) You can't get stratches off from the headlight casing, you could either get a new plastic case housing, or a brand new headlight.

I think a better question is, why the hell were you driving on a tire with a nail in it? Call me ****.but from riding bikes i've learned to associate tires with life so i keep em in good shape. OP chalk it up as an expensive lesson learned. Don't be cheap on the only 4 things giving ur car the ability maintain traction with the pavment.

might as well ake the tires off if they suck

just paint the whole wheel, many companies make silver wheel paint

2000 grit paper and some 3m plasticpolish will fix thems headlights

bumper is an iffy situation.. if the rebar got ripped out of the cover, then you need to re attatch

i dont really remember but i was an exit from my house so maybe 65-70
