Default Alignment question

Alright, so I installed the H&R sport springs/Biltein combo on my car with a friend. I got the adjustable shocks option and lowered it one step below normal (.25") on both front and rear.

Ahead 2 weeks. I just got my car back from the alignment shop. They said the rear wheels are within toe and camber spec. The front toe is fine, but the negative camber is too severe. He said to adjust the camber, he needs to adjust the subframe, which is an involved process ($200 approx.).

The guy was nice and printed off the instructions on how to adjust the subframe for camber, so I can give it a shot if I want to, but here are my questions:

1) How hard is it to do this adjustment? The instructions say I need a VAG 1941 tool. What is that/where could I get one?

2) My tires are worn on the outside more than the inside (they came with the car like that). Should I be worried about ruining my tires, or will the negative camber even things out in a good way?

3) Would raising the front suspension back up to normal height on the Bilsteins help matters?

A million thanks to anyone who helps.

Yeah, tires are shitty all seasons. But I'm in university. And the next set of tires I buy i'd like to be putting on a set of aftermarket rims.

Also, I don't want my next set of tires to be worn unevenly the same way.

drive it for a few k's and see if the tires get worn. u'll be able to see the
wear as it happens. remember it takes thousands of mile to ruin the tire.
another way is to wash and scrub the inside of the tire and drive the car
slowly on slightly dusty road. get out of the car and look at the front of the tire
it should be evenly dirty, if u have big problem u'll see more dust on one side than other
-primitive but cost nothing.
