Two questions... One, is it worth getting new cams on a 99' A4 2.8 Quattro? Same question for a light weigth fly wheel... and where do I find them?

No and no. The VVT cams are already optimally designed for the 2.8. I've even heard of someone swapping them onto a RS4 head and making slightly more power. Even if you do custom cams, which is the only way your gonna get them, you won't get huge hp numbers because its a relatively small displacement V6. You might get better response with a lightweight flywheel but again hardly worth the money.
