same problem on my 1.8se when i first bought it it was doing it once out of say every 3 starts . if you turn your ignition to the on possition look at the immobilizer light on your dash this will go out after about 2 seconds wait another couple of seconds if it flashes back up the car will not start if it doesnt flash back up the car will start. now here is were it gets weird had another problem with my car the throottle body needed cleaning after cleaning the tb my immobilizer light has never came on a second time and the car starts first time every time. cleaning the tb is the only repair i have done to the car i know it sounds weird coincidence or not i dont know but it worked for me best of luck
