Yep - hotter exhaust gases means higher exhaust stream velocity. Accelerate the exhaust stream and you accelerate the rate at which your turbo spools up. The wrap/coatings are a dual benefit - they keep the heat inside the piping, helping performance, and by keeping it from radiatiing into the engine bay, you don't bake your engine compartment.
