HP/torque increase after upgrades

My goal is to get upto ~250 whp. What else do I need to get there?

Came back earlier today after the borla install and the high flow cat. It sounds nice now, not as loud as I thought it was going to be, which is fine by me since I am in the car a lot and the noise would get to me after a while. So what should I do next for an upgrade?
