Depending on the programing you will need different things. the j31 file is more aggressive and needs a FMIC and TT injectors atleast.
But yes, putting on a K04 with no chips or anything will make stock boost, and stock HP.
You might as well buy the chip/turbo together.
You can see considerable HP improvements with Exhaust/K04/DV/injectors/FMIC/Intake Mod/5 bar FPR. Cost? hmmmm
k04 retail you can get them for about 800-900$, though other sources can get you one alot cheaper.
injectors are 400 for TT injectors or about 250 for any 364/440CC injectors.
Intake mod is free except for the K/N drop in filter which is about 40-50$ . There is a writeup on audiworld about the mod.
5 bar FPR not sure on this one.. maybe 50-100$????

You will have more power with a ko4 then ko3, it will be minimal, but there will be a power gain. If the ecus request the same amount of boost, then say 10psi on ko4, is going to put out more gains then 10psi on a ko3.
